Location: Cox’s Bazar
Reports to: Finance Manager (Cox's Bazar)

I. Job Context:
ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Bangladesh since 1972. We established an office in Cox’s Bazar following the influx of more than 700,000 Rohingya refugees to the area from August 2017. Our interventions are in WASH, and food security and livelihoods, with beneficiaries from both the Rohingya and host communities. We are looking for skilled and ambitious professionals for our office in Cox’s Bazar. 
The Finance and Admin Officer is responsible for ensuring support to the ACT Alliance funded budget, ensuring the overall project finance and administrative processes are in place and properly followed. The position is directly reportable to Finance Manager based in Cox’s Bazar.

Key Job Descriptions/Responsibilities

  1. Finance
  • Assisting in ensuring the timely payment of all bills and invoices with the proper authorization and supporting documents.
  • Reviewing the bill vouchers of the project, prepare payment requests and get the approval from the relevant authorities.
  • Posting data in the Accounting software, verifying the data and preparing the vouchers.
  • Dealing with the bank and keeping a track of funds flow.
  • Assisting in preparing accurate and timely vouchers and proper records filing and retention.
  • Assisting in preparing accurate and timely vouchers and proper records filing and retention.
  • Assisting in maintaining Bank book and preparing salaries.
  • Maintaining cash book and responsible for managing petty cash.
  • Identifying Govt. Vat & Tax and maintaining separate registers as per NGOAB requirements.
  • Preparing NGOAB budget and FD_6 budget as well as support to NGOAB related work (if required).
  • Monitoring advance management systems and ensuring timely adjustment of advances.
  • Maintaining cash book and ledgers, cash holdings, preparing monthly bank reconciliation and monthly reports to be submitted to the Finance Manager.
  • Preparing a monthly expenditure verification report and submitting it to the Finance Manager.
  • Assisting both the internal and external audit process as required and checking compliance of existing donor rules and regulations.
  • All solution closing and checking reconciliation.
  • Responsible for Tax and VAT related issues.
  • Providing technical support to field office colleagues in finance related issues.
  • Conduct duties in accordance with ICCO’s Standard Operating Procedures (SOPs) and Code of Conduct.
  • Any other job assigned by management
  1. Admin
  • Ensuring the office systems and procedures are in place in line with ICCO requirements
  • Maintaining database for assets, stock and leave management
  • Assisting the procurement process, i.e. quotations collection, preparation of work orders, preparation of delivery receipts and handover documents in line with ICCO policy
  • Handing over and receiving project’s assets and maintaining proper documentation and database for asset management
  • Updating stationary stock and delivering stationary with proper requisition
  • Preparing monthly staff attendance sheets and ensuring regular updates.
  • Maintaining an effective filing system of staffs’ leave record, personal file and other administrative file
  • Providing travel support and coordination, including air tickets bookings and visa applications
  • Preparing drivers roster and ensuring timely vehicle support to the office staff
  • Overall responsible for office maintenance
  • Supervising Office assistant, Driver and Guard

Educational Background/competency required:

  • Minimum education level: Post Graduate in a related field (finance, accounting and management). Chartered Accountancy course completed will be an advantage,
  • Advance knowledge on how to operate any software will be an added value,
  • Advanced user skill in MS- Excel, word and PowerPoint.
  • At least 03 years working experience with any NGO/INGO.

Professional skills

  • Good financial analytical skills.
  • Good communication both in oral and written English and Bangla.
  • Ability and willingness to work in team.
