UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. The Sub-office in Cox’s Bazar was established in January 2018 for UN Women’s Rohingya response activities in Cox’s Bazar district. UN Women has developed a response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee women and girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of UN Women’s engagement is to ensure protection, as well as equitable and safe access to and benefit from the humanitarian and development assistance to the most vulnerable, and marginalized Rohingya and host community women and girls. The programme also promotes women’s participation and leadership in the camps and host community, and women’s active role in maintaining peace and social cohesion.
In terms of Women’s Economic empowerment, UN Women Cox’s Bazar has been running livelihood training in the Rohingya camps since 2018, and over the course it has expanded range of skills-development and life-skills trainings, small-scale productions and some livelihood projects that include women’s market being set-up. Together with its partners, UN Women aim to strengthen its livelihoods projects in both Rohingya Camps and host communities, including on handicraft. Handicraft sector has been identified as one of the potential livelihood options for the Rohingyas, by various assessments done by different NGOs. As such, UN Women through its partners have been providing training to women and adolescent girls on tailoring, embroidery, block-printing amongst others.
To ensure employment and income generation, UN Women seeks to strengthen the capacities of the women artisans as well as teams in partners organization and within UN Women. The required capacity transfer is to develop the required skills to produce the products and services across textile products, basketry, recycled products, accessories etc.
As such, UN Women would like to commission an expert to develop various products, prototypes and identify market linkages.


Under the direct supervision of the ‘Program Specialist: Women’s Economic Empowerment’ and in consultation with the program team, the consultant will undertake the following tasks:
  1.  Provide creative product design and development services along with required training/mentoring to women artisans, trainers, and livelihoods team of partner NGOs.
Develop prototypes together with the artisans, ensuring quality, good design, reflection of tradition, color combination, etc, across primarily below categories:
-          Textiles: clothing; office merchandizes; home furnishing; fashion accessories
-          Skills: Tailoring, Embroidery, Block-prints, Macramé, Weave craft etc.
  • Provide training to trainers and women artisans to produce range of samples
  • Support in sourcing required materials
  • Support in costing of such products
  • Develop a catalogue of product samples
  • Suggest technology up gradation for bulk production
2. Oversee productions
  • Oversee productions, support in quality control, support for delivery 
  • Build capacity of relevant team in partner NGOs to manage productions
3. Support in Market linkages
  • Support to identify and link with potential local, domestic, and international market
  • Support to identify domestic potential partners for collaboration involved in similar trade
  • Support to develop ideas for creative marketing campaigns.

Duty Station: Cox’s Bazar
Supervision and performance evaluation 
National consultant will be under the direct supervision of the Programme Specialist, Cox’s Bazar,
Travel and DSA:
No DSA will be paid at the duty station. Travel to the duty station, to and from Dhaka will be paid one-time, upon prior agreement/approval. Any other unforeseen, additional travel shall be UNWOMEN expenses and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Academic Required qualification
  • Bachelor’s degree in Business Administration, Textile and Apparel etc
  • Minimum 5 years in creative industries, like handicrafts, fair trade
  • Have strong knowledge on fabric, color and design
  • Good command in written, spoken English, and knowledge of Chittagoninan preferred
  • Ability to work with women with limited literacy, and travel frequently to field locations

Price Proposal and Schedule of Payments
Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if
any work is to be done outside the SSA's duty station) and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages
Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.
Cumulative analysis-
The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 100 mark in technical evaluation will be considered eligible for financial evaluation.
Technical Criteria for Evaluation (Maximum 70 points out of 100)

Criteria-01; Academic qualifications and diversification- Max Point 10
Criteria-02; Solid Experience in products (handicraft) design and development, working with women, overseeing production etc.-Max Point 60
Criteria-03; Experience in market linkages- Max Point 20
Criteria-04; Excellent skills in computer, communication skills.- Max Point 10
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.

•   Financial proposal: The financial proposal shall specify a daily rate and total fees; Financial proposal all inclusive (technical fees and living cost at Cox’s Bazar both together) in lump basis per day. For travelling Dhaka to Cox’sbazar, UNW will reimburse cost of air ticket. Please quote your air ticket cost separately. UNW will verify your quoted price with the vendors and reimburse you the lowest fare allowable as per Travel Policy.
  • Applications without samples of work will be treated as incomplete and will not be considered for further assessment.
